1. Seatbelts Kill. This report tells the history and evolution of seatbelt laws in the United States.

3. The Truth About Seatbelts. This 160 page report shows, with documentation, much of it taken from NHTSA's own files, that wearing a seatbelt in an automobile increases the chance of being killed or injured in an accident.  This is a long report and may take a minute or more to load, depending on the speed of your connection and your computer. It is best to wait until the whole thing has finished downloading before attempting to view the different pages in your acrobat reader.

4. Puzzle 1: Any physicist can show you in five minutes, on the back of an old envelope, the fallacy of the seatbelt theory. This is the mathematical proof.

5. Puzzle 2.pdf, puzzle 2.htm:  This technical report  calculates the seatbelt force vectors on a child in a booster seat in a roll-over when the roof edge strikes the ground.

6. Puzzle 3.pdf, puzzle 3.htm: This technical report calculates the seatbelt force vectors on a child in a booster seat during the first 90 degrees of a roll-over. We did puzzles 2 and 3 specifically to expose the fraud of "Anton's Law". This is but one of the many dangers of strapping a child in a booster seat. Similar calculations can be made for other types of accidents.

7. 23 USC Sec 153.txt23 USC Sec 153.rtf. Although this section is no longer much referenced it is still on the books. The motorcycle people who have not read this section of federal law may be especially interested.

8. 23 USC 157. Hundreds of millions of dollars of tax payer money in bribes to states to force this blood-soaked scam on their motorists.

9. 23 USC Sec 402.txt, 23 USC Sec 402.rtf. Notice paragraph (a), subparagraph (2). After air bags had killed hundreds of people, mainly children, our distinguished representatives decided that maybe they didnt want to "increase public awareness of the "benefits" of airbags" after all. (This clause was deleted in the new highway bill).

10. 23 USC Sec 405.txt, 23 USC Sec 405.rtf. Notice paragraph (a), subparagraph (1) takes it as fact that seatbelts "reduce highway deaths and injuries". But as we and others have shown (see document 2, above) this is not only false but it the opposite of the truth. The question now is how many more people are going to die before our representatives reach the same level of understanding about seatbelts that they have about airbags.

11. 23 USC 406.DOC and 23 USC 406.RTF. 23 USC 406 was revised in HR 3 which became PL 109-59 but the revised version is still not available in most on-line versions of the U.S.Code so we have reproduced the full text here from PL  109-59. It is important to study the text carefully to understand what is motivating state legislatures, state transportation departments and state police to push the seatbelt scam.

12. The highway bill (text format)  HR3.rtf (rtf format). HR 3, as passed by the House of Represetatives. By referring to the previous two documents you can understand what Section 2001, paragraph(a), subparagraphs (1 and 2)  propose to do with your tax money. Also read subparagraph (6) and section 2005. (This is not the whole bill. Just the parts that concern us.)

13. The HR 3 Conference Report(txt) HR 3 Conference Report (rtf) as passed by both houses and signed by the president. After almost two years of failing to agree on a new highway bill, the House and Senate managed to agree on this one just before the recess after some really bizarre last minute maneuvering. As you can see, the bill represents some progress for those of us who have been working so hard to lobby congress on behalf of liberty. We still have a long way to go but it shows we can make a difference. (This is not the whole report. Just the parts that concern us.) This bill became P.L. 109-59.

14. HR 3058.txt, HR 3058.rtf, HR 3058.htm. (pick your favorite format). HR 3 is an authorization bill. HR 3058 is the actual appropriation bill. This version was written before HR 3 was passed and is way above what HR 3 authorizes.  Bear in mind that HR 3 ran through 2009 while HR 3058 is only for fiscal 2006.

15. HR 3058 press release, (rtf), HR  3058 press release (txt). Read the part about NHTSA. Notice the amount, and percentage increase in funding and the justification stated for the increase in funding - to pay for propaganda to bamboozle people into doing something which is liable to kill them.

16. HR 3288, Div. A, P.L. 111-117 This is the appropriation for promoting the seatbelt scam and police harassment for fiscal 2010. It was passed by congress without extending the authorization bill 109-59 which expired in 2009. This is in violation of House rules, but basically congress can do whatever they want as long as no member objects.

17. FMVSS 208. This is the famous Federal Motor Vehicle Standard 208 which practically every state legislature has cited  in their seatbelt laws, even though few of them have read it and none of them understand it. 84 pages of nonsensical gibberish.

18. Atwater Vs. Lago Vista. This is the famous case in which the United States Supreme Court ruled that the state of Texas had a perfect right to abuse, handcuff, arrest and rip-off  Mrs. Gail Atwater for not wearing a seatbelt. Mrs. Atwater was a gentle, respectable lady who offered no resistance, only asking the officer to please lower his voice as he was frightening the children. To justify this outrage, Justice Souter cited precedents from 15th century England! Justice O'Connor wrote the dissenting opinion in a 5 to 4 vote.
